Just divide each side by 2.45m (The minimum length of a post and panel).
Side 1 = 16.85m divided by 2.45m = 6.877 Rounded up to 7 panels, posts and fittings sets.
Side 2 = 8.5m divided by 2.45m = 3.47 Rounded up to 4 panels, posts and fittings sets.
Totals: If this is a 2 sided fence that is joined together at a corner, you would need 11 x panels and fittings sets, 12 x fence posts. (1 x extra post only is required for the end of a fence line).

Note: The normal and quickest installation method is to simply cut the last panel down to the size it needs to be. This can easily be done with a hacksaw, and the cut does not need to be perfectly straight or neat, as the pool fence fittings brackets go over the outside of the fence rails and completely cover the cut. For looks sake, make sure that the top and bottom horizontal rail 'stick out' is the same on each side. Also, make sure there is enough 'stick out' for the fence brackets to fit onto.
The rules for working out your final quantities for any fence layout are: (1) For every Pool Fence Panel (including short panels, there must be 1 x Fittings set of 4 brackets. (2) For every fence panel and gate in a fence line, there needs to be just 1 x post until the fence comes to an end. (and an extra one will be needed).
